The complete licence utilisation calculation on five institutions, small enough to check by hand: purchased seats from the register, active seats from the usage export at a stated activity threshold, utilisation this term and the same term last year, the renewal date and value, the retention list under a threshold inside six months, the expansion list at or above purchased, the site licence measured against enrolment, and the assertion that active never exceeds purchased, so a reader can reproduce every figure and then run it on their own exports.
Licence utilisation is a count from the usage export over a count from the register, and on five institutions it can be checked by hand, including the row that fails the assertion. This page works it: active seats, utilisation, the trend, the two lists, and the site licence.

No trend. A at 21 looks like a small institution that never adopted; it was at 48 last year.
C capped at 100. The over-seat evidence for the renewal disappears.
E compared to seat licences. A 40 percent site licence looks like A.

A completed activity, not a login, this term. Stated once. A seat that logged in and did nothing is not active; a seat that completed one lesson is. The threshold is on the report and the same for every institution.
Because enrolment is a weaker denominator than purchased seats: not every pupil is expected to use every programme. The utilisation is shown, labelled site-licence-against-enrolment, and compared to other site licences rather than to seat-based ones.
Active seats above purchased means either the register is behind, the institution bought more and the register does not know, or seats are shared. Both are worth a call. The row is listed, not capped at 100 percent.
