License utilization on five institutions: the whole arithmetic on one page

The complete license utilization calculation on five institutions, small enough to check by hand: purchased seats from the register, active seats from the usage export at a stated activity threshold, utilization this term and the same term last year, the renewal date and value, the retention list under a threshold inside six months, the expansion list at or above purchased, the site license measured against enrollment, and the assertion that active never exceeds purchased, so a reader can reproduce every figure and then run it on their own exports.

The short answerFive institutions with purchased seats, or a site license, and a usage export listing seats with their last activity date. Active is a seat with a completed activity this term. Utilization is active over purchased; for the site license, active over enrollment, labeled. This term against the same term last year gives the trend. Two institutions renew inside six months under 40 percent utilization and go on the retention list; one has more active seats than purchased and fails the assertion, which is either seat sharing or a stale register, and is listed; one is over 90 percent and on the expansion list. Every number can be reproduced by hand.

License utilization is a count from the usage export over a count from the register, and on five institutions it can be checked by hand, including the row that fails the assertion. This page works it: active seats, utilization, the trend, the two lists, and the site license.

The register and the usage export

Institution Purchased Active this term Active same term last year Renewal Value
A 400 82 190 March, 5 months $18,000
B 250 246 228 April, 6 months $11,000
C 120 131 114 March, 5 months $5,400
D 600 540 530 May, 7 months $27,000
E Site license; enrollment 900 360 380 September, 11 months $14,000

Utilization and trend

Utilization = active ÷ purchased (or ÷ enrollment for a site license, labeled)

Institution Utilization Last year Trend Assertion
A 21% 48% −27 pts Holds
B 98% 91% +7 pts Holds
C 109% 95% +14 pts Fails: active > purchased
D 90% 88% +2 pts Holds
E 40% of enrollment, site license 42% −2 pts Holds

The two lists

Retention: utilization under 40 percent, renewal inside six months.

Institution Utilization Renewal Value Reading
A 21% 5 months $18,000 Halved in a year; the term to act is now

Expansion: utilization at or above 90 percent, or active above purchased.

Institution Utilization Renewal Reading
C 109% 5 months Over its seats: renewal is a seat increase with the evidence
B 98% 6 months At capacity: offer more
D 90% 7 months Healthy; watch for capacity

E is a site license at 40 percent of enrollment, flat on last year, eleven months out: not on either list, labeled, compared to other site licenses.

The assertion

active ≤ purchased per institution: A, B, D hold; C fails and is listed; E not applicable

Where it goes wrong, even at five

Logins as active. A reads 60 percent; the retention list is empty.

No trend. A at 21 looks like a small institution that never adopted; it was at 48 last year.

C capped at 100. The over-seat evidence for the renewal disappears.

E compared to seat licenses. A 40 percent site license looks like A.

From five to five hundred

The same counts per institution per program, the same threshold, the same two lists, with the entity roll-up above the sites. Covirage runs it on the license register and the usage export every term. The license utilization guide covers the measure, and the contracting entity guide covers the roll-up.

Questions people ask

What is the activity threshold?

A completed activity, not a login, this term. Stated once. A seat that logged in and did nothing is not active; a seat that completed one lesson is. The threshold is on the report and the same for every institution.

Why is the site license labeled?

Because enrollment is a weaker denominator than purchased seats: not every pupil is expected to use every program. The utilization is shown, labeled site-license-against-enrollment, and compared to other site licenses rather than to seat-based ones.

What does the assertion failure mean?

Active seats above purchased means either the register is behind, the institution bought more and the register does not know, or seats are shared. Both are worth a call. The row is listed, not capped at 100 percent.
