Analyze insurance policy issuance and document-delivery lag

Review recorded bind, issuance, agency document receipt and client delivery milestones without using missing paperwork to infer coverage status.

Analyze issuance and delivery as a chain of recorded milestones. An agency may have a recorded bind instruction, a carrier issuance event, receipt of documents and evidence of client delivery on different dates. Keeping those events separate helps identify the next document-handling action without making a coverage determination from incomplete operational data.

Salesforce's policy issuance documentation describes creating a policy record from a quote. A record-creation workflow is useful process context; the report below still requires the actual milestone meanings and evidence in the agency's systems.

Define the fulfillment case and source milestones

Use one policy-document fulfillment case for a reviewed new or renewal policy term. Link its recorded bind event, issuance evidence and relevant document deliveries. Several transaction rows or emails should not automatically create several cases.

Inputs include term key, fulfillment case key, carrier key, business type, recorded bind event, issuance timestamp, agency document receipt timestamp, delivery event, document version, responsible service role and extraction cutoff. Preserve each source field's meaning and time zone.

Name each clock before calculating it

Possible intervals include recorded-bind-to-issuance, issuance-to-agency-receipt and agency-receipt-to-recorded-client-delivery. Calculate only intervals with supported endpoints. Label calendar days or business days, and define the working calendar if used.

Policy effective date is a different field. It should not silently replace issuance, receipt or bind evidence. Nor should an email attachment date be treated as carrier issuance unless that is its documented meaning.

For open cases, show age since the last supported milestone and the current evidence state. A missing issuance event followed by a received document should trigger review of the missing event rather than an invented issuance date.

A has two days from recorded bind to issuance, one from issuance to receipt and one from receipt to delivery: four days total. B has one day to issuance, two to receipt and a two-day open delivery age at the cutoff. C has a four-day age from its recorded bind event, but its issuance and receipt stages remain unknown.

D has one day from issuance to receipt and one from receipt to delivery, while its bind-to-delivery interval cannot be calculated. Two cases have recorded delivery and two do not. Missing delivery evidence does not establish that no communication occurred; it identifies what the source cannot currently substantiate.

The decision is to confirm B's document-handling action, seek C's carrier or agency milestone evidence and resolve D's bind record. A's four-day chain is a demonstration, not a performance benchmark.

Handle versions, corrections and canceled work

Define whether a corrected document opens a separate fulfillment cycle or continues the original one. Preserve the first delivered version and the corrected version's dates instead of overwriting history. A superseded attachment should not count as delivery of the final reviewed document.

Canceled or withdrawn cases need their own disposition. They are not completed deliveries and should not improve the completed-duration metric. Retain out-of-order timestamps, missing time zones and uncertain document links as exceptions.

Policy-change request aging concerns ongoing servicing requests and wait states. Quote turnaround analysis concerns submission to a meaningful quote response. Neither supplies the missing issuance or delivery milestone by itself.

Do not use this document report to assert legal deadlines, rights, carrier liability or whether insurance is bound or active. Those questions require the applicable records and authorized review outside this timing method.

Scope the first agency review

Start with one business type and a bounded term cohort. Reconcile case counts to delivered, open-known-stage, open-unknown-stage and withdrawn outcomes. Check examples with service staff before comparing carriers that may record milestones differently.

Does a missing issued policy document prove that coverage is absent?

No. This report describes document and process evidence. Coverage questions require the applicable documents and authorized insurance review.

Can delivery age start from the policy effective date?

Only for a separately defined effective-date-to-delivery measure. To assess agency document handling, use the recorded receipt milestone and preserve unknown receipt dates.
