Identify which work depended on the champion

The awaiting-decision group is 5 ÷ 12, or about 41.7%, of the queue. That identifies the part requiring a fresh decision owner; it does not mean the other seven need no attention. The four approved cases still need action continuity, and the three paused cases need their review conditions preserved.

Do not mark all 12 as unapproved or approved on handover. Their states reflect different evidence. If an approval depended on authority that is no longer valid, flag that specific case for recheck instead of silently assuming continuity.

Give the interim reviewer a bounded remit

Name who will convene the next review, who can make routine pursuit decisions and who receives escalations. State the temporary arrangement's review date. This is a business decision record, not a replacement for formal company delegation rules.

Teach the successor through real decisions

Walk through an accepted recommendation, a supported rejection and a deferred case. Ask the successor to explain what the number says, what the customer evidence adds and why the decision follows.

Use the practical training exercises to check independent reasoning. Memorizing the former champion's preferred accounts is less useful than learning how to assess a different case.

Show the monthly refresh review and explain which movements deserve attention. Record unfamiliar assumptions or unresolved disagreements for follow-up rather than expecting a new reviewer to infer them from historical slides.

Check continuity after the first independent review

Inspect whether pending cases received appropriate decisions, paused conditions survived and existing decisions remained traceable. Ask the account team whether the review still addresses its customer questions.

If the new reviewer changes priorities, retain the old decision and record the new reason. Continuity means preserving intelligible evidence, not requiring the successor to repeat every former judgment.
