OTIF requires both conditions on the same order, so it is always at or below the lower of on-time delivery and fill rate, and well below when the late orders and the short orders are different orders. Every term is a choice: requested or promised date, early and late tolerance, fill threshold, line or order level. The identity is orders equal OTIF plus late only plus short only plus both.
